PURPOSE:To form a film excellent in close adhisiveness with the surface of a metal and having high strength, by coating a metal surface with an epoxy resin having a specific condition as a primer while further coating an epoxy powder paint at the m.p. of said epoxy resin or more. CONSTITUTION:A metal surface is at first coated with an epoxy resin having an epoxy equivalent of 1,000 or less per a molecule and average 1.4 or more of epoxy groups in a thickness of 0.5-5.0mum as a primer. In the next step, under such a state that the metal is heated to the m.p. or more of an epoxy powder paint, the epoxy powder paint is applied to the primer coating surface to be cured. By this method, an epoxy resin film layer excellent in close adhesiveness with the metal surface and high in film strength can be formed.
