A high-speed decoding apparatus for a multi-channel DVR(Digital Video Recorder) system and a method therefor are provided to conduct resolution conversion in a DCT(Discrete Cosine Transform) area without performing the resolution conversion in a pixel area, thereby remarkably reducing complexity of the system. A variable length decoding unit(310) decodes inputted quantized DCT coefficients to output decoded bit streams. An inverse quantization unit(320) inversely quantizes the variable length decoded bit streams to output the inversely quantized bit streams. An IDCT(Inverse DCT) scaler(330) selects a block of the second size from a low-frequency area, which corresponds to a predetermined resolution conversion ratio in a neighboring DCT area of a block of the first size, and conducts IDCT for the selected block of the second size to convert resolution.
