PURPOSE:To allow a rotary sleeve to smoothly rotate, by forming, in a center housing, a damping chamber opened to an air-bearing chamber. CONSTITUTION:An air-bleed port 44 is formed in a working chamber 43 in the position where the internal pressure of the operating chamber 43 is maximum, and an inlet passage 45 is formed between this air-bleed port 44 and an inlet port 71 in the discharge side inner peripheral surface of a center housing 22. A communication groove 46 is formed in the discharge side end face of the center housing 22. A plurality of blind holes 47 are provided extending from the communication groove 46, axially of the center housing 22, and small holes 48 are formed extending from the inner peripheral surface of the center housing 22 to the blind holes 47. With this arrangement the communication groove 46, the blink holes 47 and the small holes 48 creat a damping chamber for an air-bearing chamber 40 defined between a rotary sleeve 30 and the center housing 22.
