PURPOSE:To make a rotary sleeve rotate at the specified position inside a center housing, by forming the outer circumference of the rotary sleeve into such a barrel form as contracting it radius by degrees toward both ends from the center in an axial direction. CONSTITUTION:The outer circumferential surface of a rotary sleeve 17 is formed into such a barrel form as contracting its radius by degrees toward both ends from the center in an axial direction, while the inner circumferential surface of a center housing 1 is formed into such a form as going along the outer circumferential surface of the rotary sleeve at an interval. With this constitution, the position of the rotary sleeve 17 is automatically adjusted in both axial and rocking directions iuside the center housing 1, thus its position is stabilized. In addition, if both ends of the rotary sleeve are deformed due to heat in a direction of being warped outward, they are hard to touch the inner circumference of the center housing 1.
