PURPOSE:To keep off any wear and seixure or binding attributable to contacts between a rotary sleeve and a center housing, by forming a taper on the rotary sleeve over a range from both end faces to the outer circumferential surface at the central side in an axial direction. CONSTITUTION:A rotary sleeve 17 is rotatably supported afloat inside a center housing 1 via an air bearing chamber 8, while a rotor 2 in which a vane 16 is retractably inserted is rotatably installed inside the rotary sleeve. The rotary sleeve 17 is formed with a taper 35 continuously extending in a circumferential direction over a range from both end parts to the outer circumferential surface at the axial central side. Even if thermal deformation or rotational deflection happens there, with the taper 35 formed, both ends are in a shape of being chamfered so that contacts between the rotary sleeve 17 and the inner circumference of the center housing 1 is preventable.
