A communication system and a communication device are provided to implement mass data communication in a communication method which uses an electrostatic field or an induced electric field. A communication system consists of a transmitter(10), a receiver(20), and a surface wave transmission line. The transmitter(10) comprises a Tx circuit part(11), the first resonance part(12), and a Tx electrode(13). The receiver(20) comprises an Rx circuit part(21), the second resonance part(22), and an Rx electrode(23). If a transmission request is generated from an upper application, the Tx circuit part(11) creates an RF signal, such as a UWB signal, based on Tx data. The RF signal, outputted from the Tx circuit part(11), is resonated by the first resonance part(12). The Tx electrode(13) emits the resonated signal as a surface wave. The surface wave, emitted from the Tx electrode(13), is inputted to the Rx circuit part(21) through the Rx electrode(23) and the second resonance part(22) via the surface wave transmission line. The Rx circuit part(21) demodulates and decodes the received RF signal, and forwards the reproduced data to the upper application.
