PURPOSE:To hydrolyze efficiently a ketazine, etc. and obtain advantageously an aqueous solution of hydrazine hydrate, by providing plural first reaction columns between a ketone separation column and the second reaction column, and introducing vapors distilled from the respective reaction columns to positions where the composition corresponds to the ketone separation column. CONSTITUTION:A mixed aqueous solution of a raw material ketazine with water is fed to the first reaction tank 7, and then the first reaction tanks 11 and 15 one after another to accelerate the hydrolytic reaction. The reaction solution is then fed to the second reaction column 19 and reacted to recover the aqueous solution produced by the disproportionation reaction from the bottom of the second reaction column 19. Vapors distilled from the first reaction tanks 7, 11 and 15 and the second reaction column 19 are introduced into positions where the composition corresponds to the ketone separation column 2 to prevent the reverse reaction. A ketone formed by the hydrolytic reaction is distilled in the ketone separation column 2 and recovered from the top of the column 2.
