PURPOSE:To operate efficiently a takeout pump by taking out sludge when the amt. of the sludge in a sludge pit of each first settling pond exceeds a specified value, and taking out at all times the sludge having a fixed concn. into a sludge storage tank. CONSTITUTION:The differential pressure between an upper electrode A and a lower electrode B in a sludge pit 3 of each first settling pond 1 is detected with a sludge amt. detecting device 8 such as a differential pressure detector, and the differential pressure is converted through a differential pressure conversion device 9 into a current signal which is inputted to an alarm setting device 10 in the succeeding stage. When the detected amt. of sludge in each sludge pit 3 attains to the amt. of sludge H set in each alarm setting device 10, a takeout valve 4 is opened. When the amt. attains the amt. of sludge L set in each alarm setting device 10, the takeout valve 4 is closed. At this time, a delivery valve 6 and a takeout pump 5, which are interlocked with the takeout valve 4, are operated, and the sludge is taken out into a sludge storage tank 7.
