A functional movement type parking management system is provided to enable movement to safe zone to avoid serious error or breakdown of parking management system caused by nature disaster such as flood. A functional movement type parking management system comprises: a parking control booth(10) for controlling the enterance and exit of car and settling the parking fee; a booth support(20), on which the parking control booth is fixed, under which a wheel(22) is attached to move the parking control booth to outside of parking lot, and with which a supporter(24) and an anchor(26) are equipped to be supported on the ground; an exit gate(30) and entrance gate which is installed at front and rear sides of the parking control booth and a blocking bar(32) is equipped with; and an insertion panel(40) for attachment-detachment which an insertion projection is formed to insert to an insertion groove formed at front and rearward of the booth supporter and control the length of the whole supporter depending on the inserted length of insertion projection.
