In the case of a panel-shaped element for incorporation into ceilings, floors or walls and having a multiplicity of uniformly distributed studs which project from the surface and between which a pipe which conveys heating medium can be laid, in a bifilar fashion or in loop form, along with means for securing the pipe extending between the studs, the element consists essentially of foamed plastic. On the surface of the element which is directed towards the room to be heated, there is a layer of mechanically stable material which has a higher thermal conductivity than the foamed plastic. The studs exhibit an undercut and the shortest distance between two studs receiving the pipe between them is smaller than the diameter of the pipe.
