The present invention relates to a novel chlorine-based or a novel purpurinimide-based compound, to a complex compound of a chlorine-based or a purpurinimide-based multi-metal oxide, and to a use of the compound as a photosensitizer for photodynamic therapy or an anti-cancer agent. The compound according to the present invention is used as the photosensitizer in a photodynamic therapy method which is a non-invasive and a patient-specific therapy method, or is useful as the anti-cancer agent for the photodynamic therapy method. In addition, the cationic chlorine-based compound is represented by chemical formula 1.
