PROBLEM TO BE SOLVED: To provide an electromagnetic steel plate capable of having superior corrosion resistance without using hexavalent chromium as a raw material of an insulation coating.SOLUTION: An electromagnetic steel plate 1 has a base material 2 of electromagnetic steel and an insulation coating 3 formed on a surface of the base material 2 and including polyvalent metal phosphate. The insulation coating 3 contains one kind or more selected from the group of formic acid, acetic acid and oxalic acid, and the amount of carboxylic acid contained in the insulation coating 3 is larger than 0 mg/mand equal to or less than 15 mg/m.SELECTED DRAWING: Figure 1
