PURPOSE:To execute a measurement with high accuracy by making an interval of the first transmitting and receiving horns equal to an interval of the second transmitting and receiving horns, and also specifying a relation of an interval between the first transmitting horn and an object to be measured and an interval between the second receiving horn and the object to be measured, and placing them. CONSTITUTION:A distance between a transmitting horn 3 and a receiving horn 5 is L, a distance between a receiving horn 8 and a transmitting horn 7 is also L, also an interval between the transmitting horn 3 and an object to be measured 9 is l1, an interval between the receiving horn 8 and the object to be measured 9 is l2, and they are provided so that a relational expression is formed. A microwave sent out of an oscillator 1 passes through an isolator 2 and the first waveguide 4, and is projected to the object to be measured 9. Also, the microwave which transmits through the object to be measured 9 and is attenuated by a moisture molecule is received by the receiving horn 5. The microwave concerned is projected again to the object to be measured 9 from the transmitting horn 7 and transmits through it, and is attenuated again by the moisture molecule in the object to be measured concerned. Thereafter, it is received by the receiving horn 8, passes through the third waveguide 10, and is detected by a detecting part 11.
