PURPOSE:To realize a composite exchange by means of decentralized control by calling a call setting packet to data requesting the instantaneity and transmitting a channel dummy packet to a channel in which the call setting packet is successful. CONSTITUTION:A radio terminal consists of an interface section 101, a network control section 102, a modulation and demodulation section 103, and an RF section 104. Each user has parameters corresponding to plural channels obtained from the division of a communication medium, controls the amount accessed to the channel in accordance with the parameters and calls a call setting packet to a data requiring the instantaneity. When the call setting packet is successful for a channel, a dummy packet is transmitted to the said channel for a time T1 only continuously. The parameter of the other users corresponding to the channel is made to zero after the time T1 to lock out completely the other users. |
