<p>PURPOSE:To raise an encoding efficiency by installing the second storing circuit for storing a background, and contituting a titled device so that the background which is projected after an object moves can also be forecast and encoded with high accuracy. CONSTITUTION:A background detecting circuit 24 receives a value supplied from a forecasting error processing circuit 12, and when it is below a prescribed threshold, it is regarded as a background, and background information 1 is outputted to a storage controlling circuit 25. An adding value controlling circuit 253 of the storage controlling circuit 25 switches an output value in accordance with an output of a difference discriminating circuit 252, when the background information is ''1''. Also, said circuit outputs ''0'', when the background information is ''0''. The output of the adding value controlling circuit 253 is added to an output of the second storing circuit 8, in an adding circuit 254, and supplied to the second storing circuit 8 through a switch 255. The switch 255 starts its operation from a video frame to which a storing circuit 7 is set by a demand refreshment, and data from an adding circuit 23 is maintained in prescribed plural frame periods.</p> |
