PURPOSE:To recognize a character even when the character contacts a figure by excluding a binary image corresponding to a figure recognition result from the binary image of a drawing, and extracting a character image to perform character recognition. CONSTITUTION:A figure separation part 3 separates the binary image of an image storage part 2 into a character and a figure and outputs only the pattern image, which is stored in a figure image storage part 4. The shape features are extracted from this figure image by a recognition part 6. A recognition result processing part 8 corrects the output of the recognition part 6 to generate a figure recognition result. A character separation part 9 excludes the binary image corresponding to the figure recognition result of the recognition result processing part 8 from the binary image of an image storage part 2 to ouput the binary image of the character. The segmented character image is recognized by a character recognition patt 11. Then, a drawing recognition result is outputted from the figure recognition result and the output of the character recognition part 11.
