PURPOSE:To realize a simplified constitution and easy operation of a measuring instrument and to allow portage, and to eliminate the need for a fixed power source facility and to detect a hot-line cable in an insulation deterioration state, by taking a voltage measurement twice while making multiplier resistance different, and calculating the insulation deteriorated resistance of an insulating layer and a corrosion-proof layer. CONSTITUTION:A voltage measurement is taken twice between the shield of the hot-line cable 6 and the ground while multiplier resistance is made different to obtain the apparent internal source voltage E and apparent internal resistance R between the shield and ground. When the voltage E is 1V, voltage values of a DC power source EI(20) formed at an insulating layer insulation deteriorated part and a local battery ES at an insulation deteriorated part of the corrosion- proof layer are estimated, and the resistance R is decomposed to calculate the insulation deteriorated resistance RI(19) of the insulating layer and insulation deteriorated resistance RS (21) of the corrosion-proof layer. Therefore, one measuring instrument with constitution which facilitates measuring operation is carried about to grasp deteriorated states of numbers of cables.
