PURPOSE:To reduce the panel driving voltage by providing a third electrode group in parallel to a first electrode group and applying the voltage containing the same voltage as a first electrode to a third electrode. CONSTITUTION:A number of excitation electrodes 13 arranged mutually in parallel at regular intervals, a number of anodes 12 provided in parallel to the excitation electrode 13 at regular intervals with the excitation electrode between the excitation electrodes, and an insulating layer 14 are provided on one-sided surface of a transparent faceplate 11 and the excitation electrodes 13 are covered with the insulating layer 14. A number of cathodes 32 are provided mutually in parallel at regular intervals are on a substrate 31 and a spacer 21 that opens discharge space 22 is inserted between the faceplate 11 and the substrate 31. An anode lead terminal 51 and an excitation electrode lead terminal 52 that corresponds to the anode are short circuited and for example, driving pulse voltage is applied to them.
