PURPOSE:To provide a titled device provided with a means which can form efficiently a cylindrical annular preform of a pull ring by the constitution in which an intermittently fed belt-like thin metallic sheet is sheared by a single static shearing blade and plural movable shearing blades and is curved and formed in the transverse direction. CONSTITUTION:Plural movable shearing blades 32 of a movable shearing means 26 are provided to a rotary support 30 attached integrally to a large-sized gear 28 provided on the lower side of a horizontal supporting plate 24, in a means 10 for forming the preform of a pull ring of a device for binding the metallic pull ring to a vessel cap simultaneously with forming the same. A belt-like thin metallic sheet 42 fed between said blades and a static shearing blade 36 of a static shearing means 34 provided to said plate 24 is passed through a guide slot 40, and is cut to a prescribed width by means of the edges 80 of the movable blades and the edge 84 of the static blade and at the same time the cut piece is formed into a preform 70 of a cylindrical annular shape by the pressing surface of the edges 80. Said sheet 42 is fed by each prescribed length to said slot 40 by a feed roll pair 46 actuated by an intermittent moving mechanism 60 which is driven by receiving the driving force from a large-sized gear 30 via a gear 68.
