PURPOSE:The titled cosmetic that is made by adding a powder containing zinc oxide at a specific ratio to an emulsion containing an inorganic thickener and/ or a water-soluble high polymer and a glycerol-fatty acid ester, thus giving a good feeling, when applied, with refreshness and coolness and showing high resistance to water. CONSTITUTION:Zinc oxide is added to an emulsion containing, as a hydrophilic emulsifier, an inorganic thickener such as montmorillonite and/or a water-soluble high polymer such as sodium alginate or polyvinyl alcohol and, as a lipophilic emulsifier, a grycerol fatty acid ester by 0.5-20wt%, preferably 1-15wt%. The amount of both emulsifier ranges 0.1-10wt% and the powder is in the range of from 1-50wt%.
