PURPOSE:To obtain the titled substance in high yield without forming by-products, by reacting a 2-alkyl-4-amino-5-formylpyrimidine previously with ammonia, and reacting the resultant reaction product with ammonia and water in the presence of a hydroxide, e.g. an alkali metal hydroxide, and a reducing catalyst. CONSTITUTION:A 2-alkyl-4-amino-5-formylpyrimidine as a raw material is reacted with ammonia in an inert solvent, e.g. methanol, at 0-130 deg.C, preferably room temperature -110 deg.C, under 1-100kg/cm<2>G ammonia partial pressure. The resultant reaction product is then reacted with ammonia and hydrogen in an inert solvent in the presence of a hydroxide, e.g. an alkaline earth metal hydroxide, and a reducing catalyst preferably at room temperature -120 deg.C to afford the titled compound. A noble metal of Group VIII, e.g. palladium, may be cited as the reducing catalyst, and the activity thereof is further improved by heat-treating the metal with hydrogen prior to the use thereof.
