PURPOSE:To obtain a the titled membrane having large PO2 and PO2/PN2 and excellent in strength, durability, chemical resistance, and oxidation stability, by introducing a group containing an organosilane unit and/or an organosiloxane group into the side chain of polyphosphazene. CONSTITUTION:Polyphosphazene having a structural unit represented by formula is used as a constitutional component and the ratio of an organosilane unit and/or an organosiloxane unit introduced into the side chain thereof is 10-90%, pref., 20-80% by wt. of the total polymer in the sum total. The mean polymerization degree (n) of phosphazene is pref. 20-70,000. Polyphosphazene and/or polyphosphazene containing the organosilane unit is prepared by a known method. The obtained gas separating permselective membrane has PO2 (transmission coefficint of oxygen) of 10<-8> or more and PO2/PN2 (oxygen/nitrogen transmission coefficiency ratio) of 2.4-3.0.
