PURPOSE:To enable processing correspondent to the quality of character and to perform optimum processing by controlling processing concerning to recognition by a parameter for prescribing character quality given from outside. CONSTITUTION:A binary signal 11 from a scanner is led to a preprocessing section 1 and an output 21 is led to a characteristic extracting section 2. The output of the characteristic extracting section 2 is led to one input of a discriminating section 3. The output of a recognizing dictionary section 4 is led to another input of the discriminating section 3. The binary signal 11 is recognized and processed in the preprocessing section 1, characteristic extracting section 2 and discriminating section 3 and becomes a recognizing output 51. A noise removing parameter 12 and a discriminating parameter 32 are given from outside to a character quality parameter and becomes controlling signals of the preprocessing section 1 and discriminating section 3 respectively.
