PURPOSE:To encode efficiently a color picture, also to reduce a memory quantity of a decoding circuit, and to synthesize efficiently the color picture in the decoding circuit, by handling an information of a priority order as a part of an information of color when encoding each constituting element, and executing a forecasting encoding with regard to a color magnified in such a way. CONSTITUTION:A character data and a picture data of a graphic inputted to a color picture encoding circuit 10 are inputted together with an information of a priority order to a character encoding circuit 11 and a run-length color detecting circuit 30, respectively. From the picture data inputted to the run-length color detecting circuit in accordance with a scanning order, a run and a color of its run are detected one after another, and outputted to a color run-length encoding circuit 33, a forecasting circuit 31 and a memory 32, respectively. In the forecasting circuit 31, a forecasting value of the color is compared with an actual value, and a signal for showing whether both of them are the same or not is outputted to the color run-length encoding circuit 33. In the color run- length encoding circuit 33, the run-length and color outputted from the run- lenth color detecting circuit 30 are converted to a code by a forecasting result of the forecasting circuit 31.
