In a pipe cleaner prodn. appts., one or more moving fiber strands bundles(15) are trapped between two wires (2,8) and enter a groove in a pulley(30), one wire trapping the bundles in the groove as the other wire leaves the pulley, euns about guide rolls, and rejoins the other wire the wires are then twisted together at a point where the other wire and the bunles are leaving the groove, so that the twist-point is well-defined by the pulley and the guide roll nearest to it, before the bundles are cut. pref the one wire and the strands bundles are highly tensioned against the grooved pulley.
