PURPOSE:To attain efficient picture transmission at all times even if the processing speed differs between the transmission and receiving by allowing a device at the receiving side to transmit a signal representing that the next picture data is processed to a device at the transmission side when a picture data is stored in a memory. CONSTITUTION:Picture information on an original 101 is read by a reader 103 using a CCD sensor via an optical system 102 in a transmitter 100. The picture information read by the reader 103 is coded by a coder 104. The coded picture information is transmitted to an MODEM105, modulated in the state so as to be superimposed on a line and transmitted to a line 105. A signal transmitted to a receiver 200 via the line 150 is demodulated by an MODEM207 and stored once in a memory 208. If there exists a probability where the memory 208 overflows in the process of the storage and recording of message into the memory 208, the receiver 200 transmits an MCF and BUSY signal 308. Then, the reading and transmission operation of the transmitter 100 are interrupted.
