PURPOSE:To suppress the number of digits of time division at driving and to save a memory circuit by adopting the driving system with idle phase. CONSTITUTION:A picture display panel 160 is divided into plural regions and a liquid crystal is driven in time division in each divided region, and each driven selecting region is driven sequentially in time division with split phase. In the preset phase where no selecting drive of the picture elements is executed, a timing voltage and a segment voltage in each region are made equal and the impressed voltage to the liquid crystal is zeroed to take a rest from driving the liquid crystal.
