PURPOSE:To give a proper braking property to a steering force by connecting the swivel bracket side to the steering arm side through a hydraulic cylinder and a piston rod and interposing a braking valve constituted from a variable throttle in a path for affording communication between chambers at both sides of a piston. CONSTITUTION:A hydraulic cylinder 19 is inserted in the hollow portion of a tilt shaft 12, and in the hydraulic cylinder 19 are inserted a piston 23 and a piston rod 22. To the other end of the piston rod 22 is connected a steering arm 16 through a connecting rod 26 while the hydraulic cylinder 19 is supported on the pivotal center of a swivel bracket 13. Thus, in steering a propelling unit, the piston rod 22 moves relative to the hydraulic cylinder 19. Both side chambers 24, 25 of the piston 23 in the hydraulic cylinder 19 communicate to each other through a communicating path 27 in the intermediate portion of which is interposed a braking valve 28 consisting of a variable throttle valve 29. By this braking valve 28 is given a proper braking property to a steering force applied to a steering handle 17.
