PURPOSE:To heat-treat coal having poor thermal conductivity in a short time continuously, by using a device obtained by attaching plural propeller-type and umbrella-type agitation elements alternately, to a shaft of agitation in a movable layer device of upright external heat type. CONSTITUTION:The coal 11 of a movable layer is subjected to blending action in the horizontal direction by the propeller-type agitation elements through the rotation of the shaft 2 of agitation, and the coal of a movable layer at the central part of device of the shaft 2 of agitation is transferred to the outer wall 1 kept at high temperature by the umbrella-type agitation elements 4. Coal is continuously dehydrated and carbonized by using the device wherein the propeller-type agitation elements 3 and the umbrella-type agitation elements 4 are alternately set. EFFECT:To aim at continuity, miniaturization and simplification of device.
