PURPOSE:To contrive economization by providing an operating device with a processing device which generates a start signal when a high-order device has risen and a device which performs change-over the processing device to a control device by a signal so that the operating device can be used commonly for a console and work station. CONSTITUTION:When a switching device SW10 is switched to a service processor SPVP4 side manually at the rising time of a system, an operating device OPS20-2 is connected to the SVP4. In case when the power supply to a high- order device HOST2 is turned on by a power switch 42c successively, the power supply to the SVP4 is also turned on simultaneously. Hereby, the OPS20-2 can be used as a console device and an operator performs the rising operation of the system by operating an input section. When the rising operation is completed, a start signal generating device SN46 sends a signal to the SW10 and the OPS20-2 is connected to a work station control WSC6 side. When the OPS20-2 is connected to the WSC6 side, the OPS20-2 can be used as a work station device and the OPS20-2 can be used for daily usual operation.
