PURPOSE:To provide a water paint compsn. which has excellent storage stability and gives a coating film having excellent water resistance, gloss, etc., by mixing a synthetic resin emulsion, a slurry of pigment-grade titanium dioxide and, if necessary, color pigment additives, etc. CONSTITUTION:A dispersant composed of a combination of a condensed phosphate salt with a polyacrylate salt and/or a polyoxyethylene alkyl ether is added to a wet cake or a slurry having a water content of 40wt% or below and contg. titanium dioxide obtd. in the wet finishing stage of a pigment-grade titanium dioxide manufacturing process to form a fluidized slurry. Titanium dioxide is then dispersed by wet crushing to prepare a slurry of pigment-grade titanium dioxide. This slurry, a synthetic resin emulsion, water and optionally color pigment and/or additives such as thickener are mixed together to obtain the desired water paint compsn.
