PURPOSE:To reduce the capacity of memory used and improve actual processing ability by scanning a form, classifying generated data at every generation and classifying and allotting each domain to processing sections corresponding to plural data attributes. CONSTITUTION:Information of an original image read out by a scanning system 2 and AD converted is allotted to exclusive processing sections 22a, 22b... that perform preprocessing or picture processing under specified working condition corresponding to attribute of each data through an allotting section 20 controlled by a picture processing controlling section 21. Processing sections 22a, 22b... execute processing in parallel from the time when the data are received. Worked data are stored in a memory 23 classified according to domain. At the same time, character data are recognized by a character recognizing section 8, and the result is given to an output editing section 11 together with other attribute data. Output of the output editing section 11 is stored in an output buffer 12.
