PURPOSE:To detect the fine partial discharging of an in-oil wall-penetrating spacer fitted through the flange of a spacer fitting electrode part insulated from a bushing tank, by leading the measurement terminal of the spacer out of a testing tank and taking a measurement. CONSTITUTION:A shield part is formed inside of the cylindrical part 13a of the testing tank 13, and the spacer fitting electrode part 15 having the fitting flange 14 for fitting the spacer is fixed through a support insulating member 15a. For example, an annular shield is embedded in the spacer flange 16a of the spacer 16 and the measurement terminal is led out. A partial discharging current Iq generated at the spacer is shunt to tank stray capacity 2, electrostatic capacities 3 and 3a of a testing bushing, and stray capacity 4 of a voltage applying circuit through electrostatic capacities 1 and 1a of the spacer. This method increases the detection sensitivity as compared with a conventional method which measures a current IB shunt to the electrostatic capacities 3 and 3a of the bushing.
