The buckle has the form of a frame with small bars (2, 3) at one end for fastening an end of the strap (4) and, at its opposite end, a small bar (5) which forms a stationary jaw. An element (8) forming a movable jaw has a part (9) of semicylindrical form and a part (10) with a triangular cross section. The element (8) pivots around an eccentric spindle (13) arranged right next to the upper edge of the part (9), and the edge (11) of the part (10) acts as a movable jaw to grip the strap (4) against the stationary jaw (5). The strap (4) surrounds the semicylindrical part (9) before being engaged between the stationary and movable jaws. <IMAGE>
