In the case of still-picture action, an output signal pulse, having an established time in a single-stablility multi-vibrator (M3), is transmitted to a driving terminal (6) through a buffer (B) by the still-signal pulse of a terminal (3). This pulse rotates a capstanmotor forward or backward. The still signal pulse operates a solenoid (9) through the drivers (7) (8), consequently increasing the stop frictional force.
