PURPOSE:Coal is dried, rapidly heated up to its forming temperature, subjected to compression molding under high pressure and to oxidative treatment, thus lowering its activity to prevent spontaneous combustion and improve its transportability and storability. CONSTITUTION:Low-quality coal such as peat, brown coal or sub-bituminous coal, is crushed into particles, preferably of less than 3mm. sizes and heated at 85-150 deg.C in general to effect drying until the water content becomes substantially 0%. Then, the coal is rapidly heated up to its forming temperature, preferably to 200-400 deg.C and instantaneously compressed with a pressure of, in general, 1- 5t/ cm<2> to effect forming, then subjected to oxidative treatment preferably at 100- 200 deg.C in an atmosphere of 4-10vol% of oxygen concentration for 2-3hr to give a coal of over 115 deg.C at which it emits 1% CO2, of 80kg.f/cm or more collapse strength and 1.1g/cm<3> bulk density.
