PURPOSE:To easily and strongly construct an underwater foundation by horizontally placing rubble on rubble horizontally laid on the seabed ground at a given height in a foundation frame having a metal net laid on its downside. CONSTITUTION:Rubble is placed on the seabed ground to form a lower foundation 2A with almost horizontal upside. Plural foundation frames 7A made of a steel plate, having a metal net 5 laid on its downside, are settled on the foundation 2A in the sea, vertical side plates 4A are contacted with each other, and flanges 12 are fixed with bolts and nuts to form a foundation frame 7. Rubble 8 is packed into the foundation frame 7, the upside 8A of the rubble 8 is leveled with the horizontal upside of a lattice 6 to form an upper foundation 14, and an underwater structure or a plant barge 15 is set on the upper foundation 14.
