PURPOSE:To obtain a tin-free steel sheet for a can with improved adhesive strength to paint by specifying the degree of olation of a chromium oxide film on tin-free steel in an ordinary state and the degree of olation of the film after heat treatment. CONSTITUTION:A tin-free steel sheet having a two-layered film consisting of a metallic chromium layer and a chromium oxide layer is manufactured. At this time, conditions during electrolysis, etc. are selected so as to satisfy equations 0.50<=x<=1.0, 0.40<=y<=1.0 and y<=x, wherein x is the degree of olation of the chromium oxide film in an ordinary state measured by Fourier-transform infrared spectroscopy (FTIR), and y is the degree of olation of the film after heat treatment at 200 deg.C for 10min. The tin-free steel sheet satisfying the equations has superior adhesive strength to paint and can be used as the material of cans for various drinks.
