CONSTITUTION:A multiple plate type steering brake 9 is provided outside a wheel gear 4. Outer teeth 4a are provided at an axis section toward the outside from the wheel gear 4 and pressing plates 4b are supported so as to advance and regress against pressure receiving plates 1a and then a number of wear plates A that engage with the outer teeth 4a between the pressure receiving plates 1a and pressing plates 4b and a number of wear plates B that engage with the pressure receiving plates 1a are arranged alternately. Clip 4c are fit on the external surface of the outer teeth 4a and the pressing plates 4b are pressed toward the pressure receiving plates 1a. Shift grooves 4d are formed on the external surface of the wheel gears 4 and the wheel gears 4 are slid right and left by shift arms 4e and 4f that are connected to a steering handle.
