PURPOSE:To obtain a product having a good particle size, by detecting the rising in a temp. by providing a controller to a part of a tank while supplying a cooling medium on the basis of the order from the controller to rapidly cool the tank to a stable temp. CONSTITUTION:A controller 6 due to TIC for performing the opening and closing indication of a valve 4 is mounted to the intermediate position of a heating and mixing tank 1 while a nozzle 3 for supplying a cooling medium B due to CO2 into the tank 1 when the substance A to be treated is raised to a temp. exceeding a set value is provided to the mixing tank 1 so as to be inserted through one ceiling position of said tank 1. A cooling medium intake port 5 is provided to the leading end part of the nozzle 3 and an arranged pipe to which a valve 4 opened and closed in a cooperated state by the order of the controller 6 is applied to the halfway part between the nozzle 3 and the intake port 5 while the discharge port 1a of the substance A to be treated is provided to one lateral bottom part of the mixing tank 1.
