PURPOSE:To perform the judgement whether an object can be recognized as a binary picture or not and the selection of a binary level easily and to simplify the constitution of a device by displaying a binary-coded video on a monitor and checking the video visually. CONSTITUTION:Sampling hold circuits 11a, 11b sample-hold the video signal level of the positions corresponding to respective markers of a video signal 7 separated by a synchronizing separator circuit 6 and output holding signals 13a, 13b. The holding signals 13a, 13b are converted into numerical display signals by numerical display signal converting circuits 12a, 12b and the converted signals are displayed on numerical display devices 14a, 14b as the video levels of the marker positions displayed on the monitor 28. Simultaneously, these converted signals are displayed on the monitor 28 together with the markers. Therefore, the binary level is set up by referring the read-out video signal levels to operate a level setting circuit 18.
