PURPOSE:To prevent damage by high-pressure water stream to a water-sealing rubber by a method in which the water-sealing rubber to be set in such a way as to surround the end portion of the outlet of an effluent pipe is made of a fiber-reinforced type rubber incorporated with a reinforcing fiber. CONSTITUTION:A reinforcing fiber 12, e.g., nylon cords, etc., is buried in plural layers at right angle to the longitudinal direction of a double caisson rubber 11 in the rubber on the door side of the double caisson rubber 11 set in such a way as to surround the end portion of the outlet of the effluent pipe of a dam body. The projection of the double caisson rubber when the outlet of the effluent pipe is opened by half can thus be suppressed and thereby damage by high- pressure effluent water to the surface of the rubber and cracking in the expanded basal portion of the double caisson rubber can be prevented.
