PURPOSE:To make it possible to carry out an incinerating process of refuses without using auxiliary fuel or with extremely reduced auxiliary fuel by providing a preliminary drier in the step prior to charging refuses of a high water content into an incinerator and introducing steam contained in discharged out of the system to carry out a condensation processing. CONSTITUTION:The refuses 1 of a high water content are charged into a drier 3 through a refuse charging port 2, and are suitably dried by a heat medium 14 for drying and discharged through a discharging port 4. On the other hand, the vaporized water content is discharged out of a steam exhaust port 5, and condensed by cooling water 7 in a steam condenser 6, and discharged out of the system as waste water. The dried refuses are supplied into the incinerator 8 through the charging port 9 of the incinerator 8, and are incinerated by preheated air 12. Further, the combustion waste gas 11 of a high temperature is subjected to a heat exchange with air supplied from a heat exchanger 10 for combustion in an air preheater 17, and is cooled. Then, the combusted waste gas 11 is subjected to a heat exchange with a heat medium in a heat exchanger 13 for drying and cooled. Then, the combustion waste gas is delivered to a waste gas processing installation as a waste gas 18 having a temperature in a range of about 250-280 deg.C.
