PURPOSE:To improve the agitating efficiency of a developer and to make a developing device compact by providing developer stagnating parts which are constituted into upper and lower parts, and dropping the developer into the lower developer stagnating part after agitating and mixing the toner and developer in the upper developer stagnating part. CONSTITUTION:The developer charged from a developing roller 11 by a scraper plate 25 into an upper developer charging part 30 is agitated by the agitating member 32A in the developer stagnating part on the left side and is mixed with a toner replenished according to need. The mixture is charged through a perforated partition plate 33A into the developer stagnating part on the right side. The developer therein is further thoroughly agitated by the agitating vane or agitating member 32B such as screw rotating in a developer containing part 31B and is dropped and supplied through the plate 33B into a lower developer stagnating part 20. The developer falling from the part 30 and the developer in the part 20 are thoroughly agitated and mixed by the rotation of the member 21 in the part 20, and the mixture is again conveyed in the direction of a developing roller 11. The developing process is thus repeated.
