The invention comprises a venturi 3 placed in the stream of reversed-flow water 2. This venturi puts under partial vacuum an ionisation chamber 5 in which the electrodes 6, subjected periodically to a high voltage 7, create an electrical discharge producing the combination O+/-O3=NO3 which flows into the liquid stream 2 for irrigation. Among the most advantageous applications of the invention, there may be mentioned a regular availability of nitrogenous manure and suppression of pollution of ground water tables by supplying this manure in high dilution in a biodegradable formula. Moreover, this invention is particularly advantageous in tropical agriculture or agriculture which does not have the support of a powerful chemical industry. <IMAGE>
