PURPOSE:To prevent restoration of a transmitted original picture even if a transmission data is intercepted at a transmission line by providing a data arrangement converting section to a transmitter and a data arrangement inverting section to a receiver. CONSTITUTION:The transmitted original picture 1 is photoelectric-converted at a photoelectric converting section 2 and becomes a picture data, and a transmission data is obtained by applying band compression and adding a synchronizing pulse at an encoder section. The arrangement of the transmission data by a data arrangement converting section is exeduted before the data is transmitted to a transmission line 4. The transmitted conversion transmission data is inverted according to the rule of inversion corresponding to the rule of conversion by a data arrangement inverting section 20 in a receiver 9 and restored to the transmission data. |
