PURPOSE:To permit to discharge air in the water discharging pump without imposing a load to a vacuum pump by a method wherein the supplementing motion of a submerged pump itself is utilized to control the driving of the submerged pump by the value of the suction pressure of an aspirator. CONSTITUTION:A waiting condition can be maintained so as to be able to drive the water discharging pump 2 by a method wherein a control is effected so as to keep the inside of the water discharging pump 2 in a condition filled with water and so as to prevent the invasion of air from a flapper valve 15 into the water discharging pump 2 by the lowering of the water level of a water discharging tank 3. At this time, only the initial driving of the vacuum pump 9 is enough and the discharging of air in the water discharging pump may be effected by the air suction pressure of the aspirator 16 caused by the delivery pressure of the vacuum pump 9 without imposing a load to the vacuum pump 9.
