The probability of achieving a goal is dependent on the precautions, which are necessary for this purpose, and the way they are carried out. Given a number of alternative routes, the optimum routes can only be grasped if the decisionmaker has at his/her disposal the basis for making a decision concerning the effects of substantive aspects, scheduling and cost. The invention describes a simple ordering system which is intended for the tasks to be carried out and permits the reliable and rapid application of sorting and evaluating means and thus provides the planner with quantitative information concerning the effects of different routes.
