The charging structure includes a fixed inner sleeve and a shorter rotating sleeve around its outside, enclosed by a sloping sided outer structure, inside which is a ring shaped cramp. Attached to the bottom of the rotating sleeve is a rotating cage with its base rotating inside a sealing sleeve attached to the bottom of the outer structure. The distributor chute is supported inside the rotating cage. The water cooling system includes water circulating coils mounted around the inside surface of the fixed inner sleeve and also on the outer housing, for the suspension shafts of the distributor chute. Between the outer housing and the cage is a labyrinthine seal. A mechanical unit forming a pump is operated by the rotation of the short rotating sleeve. Between the cooling coils and the inside surface of the fixed inner sleeve is a layer of material having a high thermal conductivity.
