The turbine is placed in a housing or cylindrical distributor 1 in which two superimposed rows of holes 2, 5 are pierced, forming the inlet 3 and the outlet 6 respectively for the water whose speed drives the turbine. The shaft 10, 18 of the turbine is equipped with a counter to measure the fluid throughput. The turbine 14 consists of a flat component, preferably a thin disc 15 carrying vertical blades 16 of various shapes. The number of blades is preferably a sub-multiple of the number of holes in each row of the distributor 1. Application to water meters, or meters for other liquids, forming the first intake. <IMAGE>
